This error often indicates a misconfiguration of your CyberSource account. You will want to review your Secure Acceptance profile in the CyberSource EBC portal and make sure it is configured to match our user manual guidance from page 10 and onward of the user manual. Take special note of page 19, the profile must be activated.
If all of the configuration matches, and the Secure Acceptance profile is active, try generating a new API Key for it and entering that into the Magento configuration.
If you still receive the same error message after the above, you may need to contact CyberSource with the Error Reference Number for more details on the nature of the error.
Should you find yourself receiving a different error, please open a ticket with your tokenbase.log file so we may assist you further.
